Carnets

A Carnet could be referred to as a “passport of goods”.

It is an International Customs Document, that allows tax-free and duty-free temporary export & import of permitted goods for up to one year. It consists of unified Customs Declaration forms which are ready to use at every border crossing point.

Carnet inspections should be done at the place/port of exit, and again upon entry of a country i.e.: examinations should be done when packing for exit and again upon unpacking on entry. These inspections are to be conducted in the presence of the Customs Official, Carnet Holder or Representative (Global DFS), with the Original Carnet document on hand for the Governmental Authorities to complete, sign and stamp.

Export Under Customs Supervision Inspection

An Export Under Customs Supervision Inspection is needed for permanent re-exportation of commercial goods normally, where refunding of duties and taxes from Customs are applicable.

Businesses imports equipment often that is used internally for their businesses. They agree to pay a Provisional Payment to Customs to cover possible loss of Duty & Tax payments should the goods eventually remain in the country. When the business decides it’s finished with the said goods, they will re-export it Under Customs Supervision, to enable the business to claim the Provisional Payment back from Customs made initially.

This inspection can be done by the owner of the goods or a representative (Global DFS) that will manage the whole inspection procedure on their behalf.

Guardforce/Embargo Inspections

Embargo inspections may become necessary on goods that have been Stopped or Detained by Customs. It is usually allowed where consignments are too bulky or considered fragile /dangerous to unpack at licensed container depots. These usually include goods that need special handling e.g.: refrigerated cargo.

These inspections are carried out at the importer/exporter’s premises applied for with Customs, and Special Attendance Fees will be requested by Customs.

Guardforce Inspections are inspections (usual airfreight) considered of high value and need the security services of the Guardforce Pvt Company. Goods usually include armoury, cell phones, bank credit cards, etc.

Both these inspections can be done by the owner of the goods or a representative (Global DFS) that will manage the whole inspection procedure on their behalf.

DA65 Inspections

A DA65 Government Form is mainly used within the commercial cargo environment, for example where goods are exported temporarily to be repaired abroad and then later returned or imported again. This form will then allow you to not having to pay Duties and Tax again on the same goods already paid in the past. Many people confuse DA65 inspections with Export Supervision inspections.

An original DA65 form must be completed and handed over to the Customs Authorities, for them to decide if they want to conduct a physical inspection or not. If not, the original form will be stamped and the shipment “released”. Always ensure that the original stamped DA65 form is available for Customs purposes when re-importing the goods again.

If an inspection is requested, the owner of the goods or representatives (Global DFS) will arrange with the Customs departments to conduct a physical inspection to obtain the final stamping of the original DA65 Form.

Examination Without Prejudice (EWP) Inspections

An EWP inspection is an inspection that will be initiated by the Freight Agents towards Customs for various reasons. The goods are released and not under Customs control anymore, but refunds/rebates are applicable, or the goods have to be destroyed, etc.

This inspection can be done by the owner of the goods or a representative (Global DFS) that will manage the whole inspection procedure on their behalf.

Customs Inspections

The Customs authorities of any country have the full right to stop/detain any shipment where they feel the need to investigate further. They can choose to investigate the documentation on a shipment only or do a physical inspection of the goods. All Customs Acts in the world make provision for these types of stops/detention of goods.

Global DFS is authorised by the SA Customs Authorities to act as representatives of importers when these physical inspections are called for by Customs. Customs have various reasons to inspect goods, and Global DFS will ensure that at these inspections the correct goods are being checked, nothing prohibited is placed inside the shipment, no pilferage takes place, damages are recorded and assist customs with samples if needed. From 2019 Global DFS is introducing its new product called the “Global DFS Survey Report”

This report creates an authentic, transparent inspection report for all relevant parties involved to make use of. The more information and visibility Customs receives, the quicker responses are generated with better quality assessments of stopped/detained shipments
